White house citation records 'Commander B.P. Charles, Royal Naval Volunteer Reserve, was British Secretary of the Communications Board, Combined Chief of Staff, from September 1942 to April 1945. He greatly facilitated the work of the board and made a material contribution to the establishment of successful communications arrangements for the Allied military forces.'
